I am looking for some basic guidelines for adding keywords, especially
regarding single words vs. phrases

I am wondering the best way to approach this without "spamming" ...

For example, I have a new site which is "Kanab, Utah Real Estate"...

should I use <<Kanab, Utah, Real Estate>> or <<Kanab, Kanab Utah, Kanab Real
Estate, Utah Real Estate>> ???

Any and all advice greatly appreciated

Just write content your visitors like to read.

oops.
should have said "meta tags" advice... my fault.

any suggestions of the best method for determining and adding keyword meta
tags?
can I use comma-separated phrases, or must they be single words?

if phrases, can I use different variations of the same words, or is that
'spamming' the search engines.

or, perhaps I should be asking, do meta tags even make a difference at all?

keywords in meta are not used by Google, and probably several other search

Don't, waste of time, unless you know an obscure search engine that
actually uses them.

so... it wouldn't even matter if I left that tag out altogether?

For Google, and several others, they don't use it. The description tag has
with Google the same status, it's only used in reporting, when there is no
relevant snippet available to show.

I focus on <title>, <h1>, and good content, especially the latter. Recently
I got blogged because of the content of a page, got a lot of extra hits.
(The blog owner most likely did find me using Google, however).
